Status of a critically important enterprise and employee reservation: Risk of loss from July 01, 2026

The Cabinet of Ministers of Ukraine has revised the rules for determining critically important enterprises and reserving persons liable for military service. According to government officials, these changes are intended to strike a balance between the needs of the economy and the state’s mobilization requirements.

In practical terms, the government is seeking to reduce both the number of enterprises eligible for critically important status and the overall number of reserved employees.

Hence, Resolution of the Cabinet of Ministers of Ukraine No. 692 as of May 30, 2026, regarding certain issues of reserving persons liable for military service during mobilization and under martial law entered into force on June 02, 2026. Some provisions of the Resolution will become effective on September 01, 2026.

This article examines the key changes introduced by the Resolution, their practical implications for critically important enterprises, and provides some information shared by the Ministry of Economy at a recent meeting with the business community.
