The Diia Portal currently denies reservations for conscripts who have been marked as “wanted” based on a flag in the “Oberih” register indicating “a violation of military registration rules.”

However, the term “wanted” is not defined in the law governing conscription or the official military reservation procedure.

This creates legal uncertainty, as being flagged for minor administrative violations in “Oberih” is incorrectly equated with having an official “wanted” status.

In fact, only the Ministry of Internal Affairs (MIA) holds the authority and data to declare someone officially wanted – typically through criminal or administrative procedures with proper legal grounds.

The Diia Portal system is not integrated with MIA databases and relies solely on the “Oberih” registry. As a result, conscripts are often unjustly denied reservation based on insufficient or unverified entries in “Oberih.”

The article argues that:

• Only MIA data can confirm that a person is legally “wanted.”
• Current configuration of Diia Portal does not meet legal standards.
• The system undermines legal certainty and blocks legitimate reservations.
• Legislative and technical changes are urgently needed to correct this.
