Why and when men under 25 can be mobilized
According to Article 39 of the Law of Ukraine “On Military Duty and Military Service”, persons liable for military service and reservists are subject to conscription for military service during mobilization. Instead, conscripts (usually persons under 25) are not subject to mobilization. At the same time, the status of the person liable for military service may be obtained up to the age of 25, for example, as a result of completing military service or studying at a military department.
Previously, one of the grounds for obtaining the status of person liable for military service was the recognition of a conscript as unfit for military service in peacetime, and limitedly fit in wartime. In such cases, the person was removed from the military register of conscripts and placed on the military register of persons liable for military service.
So, there is a rather unfair and pointless situation. Persons under 25 who are deemed fit are not subject to mobilization, since they have conscript status. Instead, persons of the same age who were found to be of limited fitness acquired the status of the person liable for military service and may be mobilized.
