Military registration document: Which one is correct?

The issue of military registration documents (MRDs) remains highly relevant amid ongoing legislative changes and increased state scrutiny of military registration — not only for individuals liable for military service, but also for employers responsible for maintaining employees’ individual military records.

The first comprehensive changes to the issuance of MRDs were introduced in 2024, when a unified MRD template was approved by Resolution No. 559. Documents issued before May 18, 2024, were deemed valid throughout Ukraine until replaced with the new template, and previously issued documents were not subject to mandatory replacement.


More recently, the Cabinet of Ministers of Ukraine updated the procedure for issuing MRDs. As of December 16, 2025, such documents are issued exclusively in electronic form.


In this article, we examine the available ways to obtain an MRD, clarify which documents are considered valid, and analyze the circumstances under which an MRD may be deemed defective and, consequently, invalid. We also address the practical challenges employers face in relation to MRDs — both at the hiring stage and in the course of employment.
