Prepare your business: Licensing procedures resume in 2025, with key reforms in road transport and beyond
As of June 2025, the licensing of economic activities is carried out subject to the restrictions established during martial law by Resolution No. 314 of the Cabinet of Ministers of Ukraine, as of 18 March 2022, "Certain Issues of Ensuring Economic Activity under Martial Law" (hereinafter Resolution No. 314).
Since 1 January 2025, Resolution No. 314 has been amended three times to expand the list of economic activities subject to licensing or authorization. Additionally, amendments have been made to the laws "On Licensing of Economic Activities" and "On the Permitting System in the Sphere of Economic Activities".
Moreover, a new law, "On State Regulation of the Production and Circulation of Ethyl Alcohol, Alcohol Distillates, Bioethanol, Alcoholic Beverages, Tobacco Products, Tobacco Raw Materials, Liquids Used in Electronic Cigarettes, and Fuel," as of 18 June 2024, No. 3817-IX, has come into force.
Further significant changes are expected in the field of road transport licensing.
