New moratorium on business inspections: Will it actually work or is it just all sizzle and no steak?
In July 2025, there were multiple high-profile statements calling for a moratorium on business inspections by various state authorities – aiming to boost economic security, stimulate production, create jobs, and attract investment.
But what does it look like in practice?
On July 21, 2025, Presidential Decree No. 538/2025 enacted the corresponding decision of the National Security and Defense Council of Ukraine (the NSDC), which is supposed to ease pressure on entrepreneurs, including in the area of tax audits.
