Changes in labor legislation: Draft Labor Code (Part 1)

Despite numerous amendments to the current Labor Code of Ukraine, it still retains provisions of outdated legislation stemming from its adoption during the Soviet period.

In recent years, the draft Labor Code of Ukraine has been actively discussed, with comprehensive efforts undertaken to refine and modernize it. The Ministry of Economy led this preparation.

As a result, on January, 15, 2026, the Cabinet of Ministers of Ukraine submitted the draft Labor Code (Reg. No. 14386) to the Verkhovna Rada of Ukraine.

While the final version of the draft may differ, this article highlights the key innovations and conceptual changes proposed, providing insight into their potential impact on business operations and labor relations more broadly.

In the first part of our review, we address the digitalisation of labour relations, the formalisation (de-shadowing) of employment, the expansion of the types of employment contracts, and the introduction of both hourly and monthly minimum wages.
