In order to guarantee a fair balance between the aforementioned aim, namely to preserve the smooth functioning of the judiciary and to safeguard the interests of the applicant in bringing a claim before a court, the domestic courts grant exemptions from court fees to those applicants who can prove their poor financial situation (see Marina v.
